CEM announces arrangement for “Government Electricity Tariff Subsidy for COVID-19”

CEM fully supports the 3-month electricity subsidy relief measure for residential customers and business establishments introduced by the Macau SAR Government in response to the COVID-19 epidemic. The subsidy scheme covers the electricity fees of the billing months of March, April and May. A total of more than 260,000 customers will benefit from the scheme, covering 98.6% of total customers. Beneficiaries under the residential customer category are the ones currently enjoying the MOP200 “Government Subsidy” Scheme per month, while the business establishments do not include the entertainment and gaming industries, three-star or above rating hotels, and so forth. CEM has prepared for the detailed arrangements of the subsidy. Meanwhile, CEM appeals citizens to keep maintaining good electricity consumption habits and not to waste energy.


The scope of subsidy for residential customers and business establishments covers the electricity fees of the month, including the four components which are demand, consumption, tariff clause adjustment and government tax, whereas other fees such as late payment charge, etc. are not covered. As the subsidy period is calculated based on “billing month”, each customer has a different subsidy starting date each month, which means that it does not consistently commence on the first day of each month. The subsidized bills will be issued between 23 March and 18 June.


Since there are multiple government subsidies for residential customers in effect at the same time, the subsidies will be transferred in the following order: 1) MOP200 “Government Subsidy” Scheme of the month, 2) MOP1,500 “The Macau Foundation Subsidy” for Typhoon Hato (if there is still remaining balance); 3) “Government Electricity Tariff Subsidy for COVID-19”. On the other hand, the upper limit on the subsidy for business establishments is MOP10,000 per customer per month.
