CEM and CSGI signed the first cross-border GEC trading agreement
Macau, 25 December 2023
Companhia de Electricidade de Macau - CEM, S.A. (CEM) has been providing excellent and reliable power services in a sustainable development manner and actively coordinating with the national goal to achieve the “dual carbon” targets, striving to realize the carbon neutrality strategy by 2050. As the proportion of new energy sources in China gradually increases, China has introduced Green Electricity Certificate (GEC) in the electricity market to guide the use of green power while promoting the production and utilization rate of green energy, forming a comprehensive market mechanism system that reflects the value of green electricity and its environmental value.
With strong support from the Environmental Protection Bureau (DSPA) of the Macau SAR and the China Southern Power Grid (CSG), CEM has maintained close contact and communication with China Southern Power Grid International (CSGI), organized numerous special research meetings to discuss the Guangdong-Macau GEC market trading mechanism, laying a solid foundation for the smooth development of Guangdong-Macau GEC trading. Ultimately, in mid-December 2023, CEM and CSGI formally signed a GEC trading agreement in Macau, completing the first GEC transaction between Guangdong and Macau of 5.2 million kilowatt-hours. The signing of the Guangdong-Macau GEC will help the green development of the Guangdong-Hong Kong-Macau Greater Bay Area and contribute to the globalization of China’s GECs.
CEM states that under the guidance of the Macau SAR Government’s “1+4” strategy for moderately diversified economic development, CEM actively studies and participates in matters related to green electricity and GECs. CEM aims to continuously provide clean, low-carbon, and high-quality power services for the economic and social development of Macau and to make the greatest effort in building a smart and low-carbon Macau. This transaction has played a demonstrative role in the green energy cooperation between Guangdong and Macau, helping to promote the implementation of Macau’s “dual carbon goals”, aiding the comprehensive implementation of China’s GECs, and enhancing the international influence of China’s GECs.
The GEC, officially known as the Green Electricity Certificate, is an electronic certificate with a unique code identifier issued by China to power generation enterprises for every megawatt-hour of non-hydro renewable energy generated and fed into the grid. It serves as the “electronic identity card” for the green power generated by non-hydro renewable energy generation enterprises and is issued by the National Renewable Energy Information Management Center. One GEC represents the environmental premium of 1 MWh(1,000 kWh) of renewable energy electricity.
