CEM holds Groundbreaking Ceremony for the “Design, Supply and Installation Services of the Common Services Tunnel Auxiliary Systems of New Urban Zone A”

4 February 2024, Macau

To align with the Macau SAR Government’s overall direction of “consolidating and enhancing diversified development” and further meet the electricity demand of urban development in the medium to long term, CEM held a groundbreaking ceremony for the “design, supply and installation services of the Common Services Tunnel (CST) Auxiliary Systems of New Urban Zone A” project on 2 February 2024 (Friday). This project aims to secure the power supply for the diversified development of Macau’s economy.

The ceremony was attended by officiating guests including Lam Wai Hou, Director of Public Works Bureau (DSOP) of the Macau SAR Government; Hoi Chi Leong, Deputy Director of Environmental Protection Bureau (DSPA) of the Macau SAR Government; Leong Wa Kun, Chairman of CEM Executive Committee and Liu Baohe, Vice President of China Harbour Engineering Company Ltd. (CHEC).

Leong Wa Kun, Chairman of CEM Executive Committee, said that CEM has over 30 years of experience in the construction and maintenance of underground infrastructure. In 2017, the company set up an inter-departmental taskforce to study the technologies and operations of CSTs. In 2019, CEM was granted the concession of “CST Management Public Service”. Last year, CEM signed a contract for the “Design, Supply and Installation Services of the CST Auxiliary Systems of New Urban Zone A”, which mainly covers the design, procurement and installation of auxiliary systems for main and micro CSTs and control center.

According to the “Power supply planning and development for the New Urban Zone A” of the Macau SAR Government, the maximum power load in the area is projected to reach about 13.2% of the current overall load in Macau, for which CEM should make full preparation ahead. CSTs with a total length of about 6.6 kilometers will be installed in the New Urban Zone A in a circular layout encircling the area. The pipelines of public utilities, including power, water, reclaimed water and communication networks, will be laid in the CSTs to facilitate future works such as maintenance, repair and expansion, etc. This will reduce the impact of repeated road excavation on traffic.

The modernized CSTs are the lifeline of a smart and livable city, and the auxiliary systems serve as the core for future maintenance and operation of the CSTs, laying a solid foundation for the sustainable development of the city. CEM will continue to leverage its professional competences in the construction of CSTs and inject a continuous stream of green energy into the New Urban Zone.

Other attending guests included Zhang Jian, Executive Director of CEM Executive Committee; Yue Zongbin, Principal Advisor to CEM Executive Committee; Wang Hongxiang, General Manager of CHEC Macau; Li Jing, Deputy General Manager of Marketing Department of CHEC; Liu Chen, Deputy General Manager of CHEC’s electromechanical equipment branch; Ao Peng Kong, President of the Board of Directors of Civil Engineering Laboratory of Macau; Fong Siu Lung, Director of Administration Department and Mechanical and Electrical Engineering Department of Institute for the Development and Quality Macau, Zhang Peng, General Manager of Wah Gong (Macau) Engineering Consultancy and Jose Santos, Assistant General Manager of PAL AsiaConsult.
